Try soaking your handle in a 50/50 solution of white vinegar and water for 30-60 minutes to see if this helps clear the build-up. If your handle moved freely when separated from the cartridge, or if you soaked it, reinstalled and it is still difficult to turn, you may need a new cartridge. Remove the handle by taking out the screw in the middle. Give the metal valve stem a few moderate raps with a hammer. This will loosen up any deposits on the inside. Then try replacing the handle and the screw and seeing if you can turn it again. Remove the faucet handles from faucet, and place in a bowl. Pour straight vinegar into the bowl until the handles are completely submerged. Allow the handles to soak overnight. In the morning, thoroughly lubricate the faucet valve with Plumber’s Grease. Use plumber grease, vinegar, and baking soda with a cloth piece and brush to clean the faucet. If the above methods don't work, you may need a new cartridge.
